promouvoir la participation citoyenne dans les projets d'enr ; définir et mettre en oeuvre une stratégie globale de communication au niveau régional ; créer et mettre à disposition des outils et des actions de communication et d'animation ; inciter au développement de politiques publiques favorables au soutien des projets citoyens d'énergies renouvelables ; participer au mouvement national de promotion de l'énergie citoyenne auprès des partenaires historiques tels que energie partagée ; soutenir et accompagner les projets d'énergie citoyenne ; fédérer les acteurs de l'énergie citoyenne en région ; contribuer à créer les outils (juridiques, financiers, etc) nécessaires au développement des projets citoyens ; sensibiliser les porteurs de projet et les accompagner dans la définition de leur projet ; valoriser, diffuser et mutualiser les expériences et outils des projets citoyens régionaux ; organiser des formations, notamment pour les élus territoriaux, les porteurs de projet et les associations sur le thème des énergies renouvelables citoyennes
