sous l'égide de la fédération mondiale des cités unies, promouvoir et réaliser le jumelage de la communauté de communes de la Rive gauche de la Vienne avec la commune de Bané regroupant 22 villages ruraux et développer dans tous les domaines les relations et les échanges sociaux, culturels, sportifs, économiques, touristiques, scolaires et appui à la décentralisation entre les groupements jumelés ; réaliser  des actions humanitaires et de développement durable en faveur du groupement jumelé, ces actions pouvant être entre autres l'aide à l'accès à l'eau (par la réhabilitation et la construction de puits et forages), la construction et l'équipement d'écoles et locaux scolaires, l'aide sanitaire et toutes actions entrant dans ces objets
