faire connaître le chien guide ainsi que certaines aides techniques susceptibles de rendre aux personnes déficientes visuelles autonomie et indépendance ; assurer un lien entre les personnes déficientes visuelles utilisatrices de chiens guides ou d'aides techniques et l'association qui les représente ; contribuer au libre accès permanent et général des chiens guides dans les lieux publics et ouverts au public du département, et d'une manière générale faciliter la libre circulation des personnes déficientes visuelles utilisant un chien guide ou une aide technique ; contribuer au meilleur fonctionnement de l'association "les chiens guides d'aveugles de l'Ouest" par des apports tant financiers que documentaires, techniques ou pratiques
