rechercher, aménager, répartir, attribuer les jardins appartenant au Centre Communal d'Action Sociale (CCAS) de la ville d'Elne ; mettre à disposition de ses adhérents par le Président du CCAS ou le Président de l'Association, les parcelles permettant une production destinée exclusivement à la consommation familiale ; le jardin est attribué prioritairement : Au chef de famille en tant que tel, familles nombreuses à revenus modestes, "en dehors de toute autre considération afin que les jardiniers les cultivent personnellement, en vue de subvenir aux besoins de leur foyer, à l'exclusion de tout usage commercial" § article L 561-1 du code rural ; développer la vie associative et promouvoir un jardin respectueux de la nature ; "Un jardin familial, c'est surtout un endroit pour cultiver des fruits, des légumes ou même des fleurs mais c'est surtout un endroit où l'on troque des plants, où l'on profite des conseils d'un jardinier plus expérimenté,,, bref où l'on vient profiter d'un peu de nature et d'entraide" § les jardins familiaux - cultiver la solidarité Conseil Départemental des Pyrénées Orientales
